BBC News: Tsunami funds languish in banks
Half of the funds given for rebuilding after the South East Asia tsunami in 2004 have yet to be spent, the BBC has learned.

I suppose we should be happy half of it is still in the bank. It could have been turned into some third world kleptocrats' gold-plated Bentleys.
