It is only eight pages long and is well worth the time and effort needed to read it.

There is nothing new, different, or radical in this instruction.

All homosexual acts are mortal sins. Heterosexual acts outside of marriage are mortal sins. All sexual acts by priests are mortal sins.

It is a good idea to prevent men who cannot control their sexual desires (no matter the particulars of those desires) from becoming priests. Not only for the sake of their own immortal souls, (I'm sure there is a particularly nasty place in Hell reserved for priests who abuse their position.) but also for the souls of those whom they seduce. (Not to mention their victims who are too young to consent and therefore cannot be seduced.)

This instruction is correct, proper, and prudent. Learn it, love it, and live it.
