How can you tell government is getting worse instead of better?

According to tax publisher CCH, from January of 2001 to September of 2005, Congress made 1,971 changes to the US Tax Code. That is about 3 changes for every day our fearless leaders were in session. (Thanks to Forbes magazine for the heads up.)
